HPSA is a non-partisan, grassroots group formed to educate, equip, and empower parents, teachers, and community members to advocate for fully funding traditional public schools both locally and throughout the state of Florida.

HPSA Advocated for and helped the release of millions of dollars in emergency federal funds and federal food assistance for Florida schools.
HPSA successfully advocated for emergency federal funds to be allocated towards the founding of 3 new community schools.
HPSA helped create the HCPS Financial Citizens Advisory Committee to facilitate transparency and oversight in district finances.
HPSA holds community events bridging Hillsborough County community business partners with underserved Hillsborough County schools.
HPSA successfully advocated for reform of a federal education law (CSP) to positively impact Hillsborough County and the nation’s public schools by requiring increased oversight of for-profit managed charter schools.
Jessica DuBois is the CEO of Hillsborough Public School Advocates. She is a seasoned technology sales professional and has a passion for children’s education. She has led children's religious programs at her local congregation. Jessica’s strength in long-term strategy building lends itself naturally to co-lead HPSA in their multi-faceted approach.
Paula Castaño is the Co-Founder and President of Hillsborough Public School Advocates and has a background in educational research and a Master's Degree in Education. She has worked as a public school teacher and in the Counterterrorism Division at the FBI. Paula utilizes her operational and analytical training to benefit this organization and our public schools.
